Outcome of RTI filed with RWH Cell of HMWSB&SB, Hyderabad PDF Print E-mail

With our revived efforts towards our movement, one of our team members, Ms Nikhila Mallela filed an RTI application on 23/11/2011with Rain Water Harvesting Cell of HMWS&SB seeking information about the Rain Water Harvesting pits and about the progress regarding the mandatory RWH construction in all newly built homes and buildings with more than 300 sq mts in Hyderabad, Andhra Pradesh. We have got a response for the RTI filed and the outcome has been dismal. The idea of filing the RTI popped up from the news article in CNN IBN mentioned in the article below; the outcome has given more power to fight for our movement.

Rs 19.75 CRORES” is the amount collected so far from the residents of Hyderabad  since 2005 for the construction of the Rain Water Harvesting pits but only 24-25% work has been done as of today. The RWH cell does not even have proper resources to fasten the construction work, which can never be used as an excuse. The amount collected had neither been used nor been refunded to the residents. Does it lead to another Scam??? The answer lies with the Rain Water Harvesting Cell of HMWS&SB and the Government of Andhra Pradesh.

People reading this article would like to support for our cause or would like to sit back is a choice left to them, but don’t forget the money taken was ours for our own betterment and we have the right to ask about our money.

HYDERABAD: Not only has the Hyderabad Metropolitan Water Supply and Sewerage Board’s (HMWS&SB) proposed Rain Water Harvesting Cell (RWH Cell) hit a wall, many people who had already paid for the service have their money stuck in a dead-end scheme.

 

Under the Andhra Pradesh Water, Land and Trees Act —2002 (APWALTA), the Water Board had collected money from the consumers to the tune of Rs. 20 crore in the name of constructing structures to harvest rain water.

But not even 30 per cent of them have been constructed in the the last six years.

Under the act, the state government had made it mandatory for the customers applying for new and enhanced water connections to pay consultancy and construction charges to establish water harvesting pits on their plots.

The main objective was to tap rain water and help recharge the depleting ground water table and was aimed at promoting water conservation.

The Water Board in April 2005 issued orders to deputy general managers (DGMs) and managers to collect the charges for the construction.

In the last six years, about 25,000 customers approached the RWH Cell and the Board collected almost Rs. 20 crore.

But RWH pits were constructed for only about 6,500 customers.

The remaining are yet to be taken up.

Customers who are making rounds of the Water Board office demanding the Board to either return their money or start construction work get the standard reply.

Officials say that the RWH Cell has not been functioning properly for the last few years due to inadequate staff.

When asked to return the money, they shrug their shoulders and say the senior officials have to take a call on that.

The Water Board had fixed charges for the construction of the RWH pits.

For example, a pit for an individual house on a plot area between 200 to 300 sq.

mtrs would cost Rs. 2,500 while a multi-storey building in the same area would cost Rs. 7,500.

The charge could go up to Rs. 32,500 for a multistorey building in an area above 900 sq metres.

 

Recharging groundwater

Nature replenishes groundwater resource annually through seasonal rainfall which infiltrates through soil layers.

Taking 780 mm as average rainfall in Hyderabad, for a plot of 100 sq.m, total volume of rainfall recharge would be 55 cubic metres, equal to 55,000 litres of water.

Rainwater may be utilised for recharging groundwater levels.

Stormwater run-off can be utilised to recharge groundwater levels by diverting it into suitably designed structures near pavements, parking lots, parks and playgrounds

Water Hyderabad, which was launched on the World Water Day, 22nd March'09 took few steps further in its action towards implementing the plans.

Some of the messages delivered throughout the campaign.

Drink a glass of water and satiate your souls, simple isn’t it? But, have you ever thought how our lives would be without the lement called WATER?.Giving a thought is as simple as gulping down a glass of water in to your body. Yes, results would be disastrous . Signs of the disaster have already started in parts of the world and our very own country. Water crisis may lead to war between countries and states or a civil war may breakdown, if an action is not taken to conserve and optimally use “the Precious”.

We couldn’t predict current “Recession”. It was our imbalanced financial system which got us in to it. We are acting in the same way consuming all our resources beyond recovery.
